President says Inter-Korean Summit Not Appropriate
at this Time

Regarding the possibility of inter-Korean summit talks, President Roh said, ¡°I do not think it is an appropriate time to hold an inter-Korean summit,¡± going on to say, ¡°Absolutely, I would seek a summit with the North¡¯s leader, if there is a possibility that a summit coul be held now, and we have many issues to be discussed during a summit. However, I cannot urge Mr. Kim to hold it because the time is not ripe yet.¡± The possibility of an inter-Korean summit has been expected in diplomatic sectors after the Feb. 13 Joint Statement was agreed upon during the six-party talks.
In an interview with the Association of Korean Internet Newspapers, President Roh reconfirmed, ¡°Timing for the summit is not ripe, and it is also hard to switch the outlined schedules fixed between the two Koreas,¡± after being asked ¡°Don¡¯t you intend to advance the timing of an inter-Korean summit?¡±
Roh also mentioned, ¡°In the current situation where we don¡¯t know whether the North will be unlocked or re-locked, holding a summit to discuss the future of the Korean peninsula can prompt the current warm situation to dive into chaos.¡±
Roh added, ¡°The reason why I have taken a negative stance against the summit is not because of my reluctance, but because of its difficulty to be achieved now. It is not a matter to be easily accomplished by consecutive persuasions and assertions.¡± He emphasized, ¡°A first procedure is to sequentially solve the North¡¯s nuclear issue and to normalize the two Koreas¡¯ relationship simultaneously. It is of utmost importance that currently urgent issues are moved away from the Korean peninsula, then the government should be in a rush for the next steps left to be dealt with.¡±
Despite the announcement that the Seoul delegation to Pyongyang will only focus on normalizing relations first, many analysts are carefully eyeing Unification Minister Lee Jae-jung¡¯s role at the inter-Korean ministerial-level talks currently being held in Pyongyang.
