[Editorial] ¡®Disadvantage of Districts¡¯ for Busan Examinees
on University Entrance

It is not much of a surprise that the rate of examinees for university entrance in the Busan region entering into major universities in Seoul is low. The examinees from the national capital region form around 80% of entrance registration quotas of major universities in the Seoul area. The main cause for such case is the infrastructure of private education and the excellent level of information on the entrance examination. In other words, other regions, including Busan, are behind to a great extent.

Results of a survey conducted by our newspaper among high school teachers in charge of admissions and cram school instructors verified the reality once again. Causes of the low entrance rate include ¡®weakening of public education such as united essay preparation¡¯ (34%), ¡®a lack of information on entrance examinations¡¯ (21%), and ¡®weakening of economic strength of the parents due to the local economic slump¡¯ (19%). This outcome shows that the deterioration of education in the Busan region affects entrance to university as distinct from the effort of the examinees. It is a concern that the serious situation of the unreasonable educational environment results in a decline of will and demoralization towards studying for university entrance among high school students within the Busan area.

In a society of knowledge and information, the significance of information is a matter of course. It is well-known that high schools in the Seoul region, as well as cram schools, are sharing various sorts of information through an active, private network with universities. Therefore, the damage is directly imparted to students in other districts. The current situation where students from other districts are relatively behind the students from the capital region, due to the lack of information, is not a fair game at all.

Cultivating experts in entrance examinations and counselors for each school should be systematized. At the same time as operating night time self-study and supplementary lessons in a flexible and self-regulating way, another effective method can be operating custom-made education that is grouped by ability. Furthermore, administrative support should not be spared towards enforcing an essay-writing course that focuses on the united essay and conforms to the recently changed university entrance system. The educational center of Busan should listen to the voice of the people and devote themselves to establish educational policies that are appropriate for the new entrance system as soon as possible.
