University's Unhelpful Scholarship

Kim (21) is a junior in Social Humanities at Busan National A University and he couldn't help demonstrating an inflated mindset when he picked up his report card several days ago. That is because Kim produced an excellence of A+ in all of his courses and topped the faculty. Kim never skipped any of his classes and the result comes from him not missing a day. Trying hard to be the top student, Kim even devoted himself to books in the library on Sundays. He is not from a well-off family, but he decided to concentrate on his studies to earn a scholarship rather than wasting his time in part-time work.
However, the moments of happiness did not last long for Kim. He expected to receive the entire scholarship for sure, but all he got was a notice of "Exemption of partial tuition fees" from the school. That only amounts to 370,000 won, whereas he has to pay 1,650,000 won for tuition.
No matter how hard someone tries, it is difficult to get a scholarship. Each university has established targets to support students from low-income families. Over thirty percent of total scholarships that help with tuition and entrance fees are started from this year and universities in Korea reduce payments for some students who gain decent results on their report cards.
The Ministry of Education and Human Resources Development will examine evaluations at each university, whether to follow rules for reconsidering a balance of high-level opportunities and resolve social differences through increased benefits through scholarships. However, there is no extra government support so universities just change the ratio of standard scholarships without spending additional money. So some students with remarkable school records receive fewer and fewer benefits.
To be frank, private Busan B University decided to accept thirty percent of students in the low-income bracket as a target for receiving scholarships. The school has increased the number of students from the current 100 to 500, out of approximately1,700 who are supposed to receive in-school scholarships. However, students with excellent records have decreased.
At a Busan public C University, the school has set a goal to minimize their scholarship payments and lists a minimum number of students with excellent records in their majors.
Referring to these circumstances, people ask for measures to accept the facts.
University student Kim (23) said, "Schools have no idea of expanding support in total scholarships while being busy increasing university tuition fees. These side-affects are caused by changing targets among students who receive the basic scholarship, not thinking of improving the width of the total scholarship scales."
