Effects of District Special Education.... "I am Not Sure!"

Various cultural and practical education programs conducted by some district offices targeting residents are tending to include contents of professionalism and cultural aspects, but disputes arise about wasting excessive amounts of budget for some events connected with education.
According to a report on several district offices in the Busan region on February 6, recent classes by government and public offices that usually offer 'Music class for housewives' or 'Pregnancy and infant course,' focused on hobbies and practical use, have been supplanted by lectures such as 'Revolutionary management' and 'Leadership course,' strengthened in professionalism and educational perspectives .
An opening ceremony for an institute entitled, 'Happy Young Do Academy' was held with more than 350 guests at the large hall of Young Do district office in the afternoon of February 2. The event continued with a special speech by the president of IBS consulting group, Youn Eun Ki, with a title of 'Management in changes and successful strategies.' 'Happy Young Do Academy' is a lecture program for 35 weeks with an investment of approximately 100,000,000 won to improve the level of district people's knowledge about kernel business in 2007. During the lecture period in February, Professor Min Yong Tae of Goryeo University will give a class for 'Technique of happiness' and Chairperson Park Wan Il of Korean Social Education Investigation presents 'Eyes for Browsing the World'.
Starting with Professor Jeong Duk Hee of Myeong Ji University presenting a lecture entitled, 'Happy foreboding' on February 7, Busan Jin district will invite instructors from various fields for twenty classes and will conduct 'Busan Jin Hopeful Academy'. Haeundae district office will offer a 'Life-time learning academy' twice a month for four months starting from March and the first class will be 'Power of literature' presented by Professor Lee Eo-ryeong. 'Future academy,' launched in January at Seo district office, utilizes special teachers from outside areas including chief Yang Byeong Moo at the Korean Human Resource Development Institute lecturing on 'Leadership of Rome - the millennium kingdom'.
Usually, district classes meet one or two times and themes are mainly focused on health and hobbies, but this lecture academy will continue for a longer period dealing with almost all sectors in society, including politics and management, presented by persons recognized throughout the country. Lectures that are upgraded and providing high quality education to district people without charge have gained positive response.
However, there is some criticism that this is a waste of budget. A popular lecturer would cost from 500,000 to 3,000,000 won for a two hour session. So the Young Do district is in a dilemma over an annual budget of 80,000,000 won for 35 classes. At the first class at Young Do Happy Academy, some 350 people attended, but most seats were taken by district officers and members of relevant organizations. That made people wonder about excessive costs for this event.
Referring to the matter, officials at the district office stated, "With useful classes, more district people will participate in special events through mouth-to-mouth news. The district office will put all its efforts into continuing high quality classes, concentrating on recruiting highly qualified instructors and strengthening promotion."
