¡°Pyongyang Intends to Convene,¡± says South Korean Chief

Upon his return home from Beijing, Chun Yung-woo told reporters that North Korea has an optimistic view on the incoming six-party talks. Chun, South Korea's chief nuclear envoy, has confirmed that the nuclear talks will resume soon, ¡°In the wake of a meeting with Kim Gye-gwan in Beijing, I could confirm his strong intent to resolve the North¡¯s nuclear program through diplomatic measures.¡±
Analysts say that the North¡¯s attitude is totally different from what it has taken so far. The communist nation has insisted that it will not participate in the talks anymore if UN sanctions are not resolved, saying that it will also not negotiate anything about its nuclear dismantlement and freezing its nuclear facilities. The US financial sanctions on North Korean accounts at BDA have hindered progress on the nuclear dialogue.
Chun also stated, ¡°At working-level talks to be held soon between Washington and Pyongyang, they will try to find appropriate approaches to resolve financial sanctions on the North.¡± Pyongyang has been positively reacting to the offer after envoys from Washington and Pyeongyang met in Berlin last week. North Korea's chief envoy Kim Gye-gwan told reporters in Beijing that he was satisfied with the meeting with his counterpart, Christopher Hill.
Upon his arrival from China, Chun told reporters at Inchon International Airport, ¡°I confirmed that we can make some tangible progress at the upcoming six-party talks in Beijing.¡± At the six-way bargaining table, negotiators will focus on how to begin getting some fruit. He said, ¡°I will bring a New Year¡¯s gift for the public after the talks.¡±
