Pyongyang and Washington Agree to Negotiate Sanctions at
Upcoming Nuclear Talks

Japan¡¯s Kyodo news agency has reported that Washington and Pyongyang agreed to negotiate Pyongyang¡¯s frozen accounts at Banco Delta Asia (BDA) at the next session of the six-party nuclear talks on the North.
The news agency quoted a diplomatic source saying, ¡°During the exchange in Berlin, Germany, last week, US Assistant Secretary of State Christopher Hill and Kim Gye Gwan from North Korea agreed to negotiate America¡¯s financial sanctions on the North together with the North¡¯s nuclear program.¡± According to US State Department Spokesperson Sean McCormack, the North Korean delegation with Kim optimistically responded to some of the proposals put forth by Hill last week during the talks in Germany.
The agency also reported that the statement agreed upon by Washington and Pyongyang last week in Berlin includes the point that Washington sets forth thawing some of a total amount of 240 million dollars of the North¡¯s frozen accounts at BDA.
The Japanese news also reported that Pyongyang has strongly insisted that ten of its fifty accounts at BDA are legally transactional. Meanwhile, prior to leaving Japan for China, Hill stated to the press, ¡°By the end of this week, the date for the six-party talks will have been announced. I expect the talks to reconvene in the next couple of weeks.¡±
In terms with the statement, a Russian news agency reported that a Russian vice-foreign minister also confirmed the likelihood of the six-party talks next month. The agency also noted that Washington and Pyongyang will hold bilateral talks in Beijing to further negotiate America¡¯s financial sanctions on the North.
