Headquarters of UN Forces Needs Wartime Structure

The senior U.S. commander in South Korea, Army General Burwell Bell, says he will not be surprised if North Korea conducts another nuclear test.
U.S Armed Forces in Korea and United Korea and Commander Bell gave his opinion on January 18 that the UN headquarters in Korea needs to form a wartime structure for immediate practical duty in case the peninsula falls into an emergency situation.
Bell made his comments at an invitation speech at the Foreign Press Club, saying, ¡°An examination is necessary on the structure, role and duty of the U.N. It is a proper measure to construct a structure like wartime for any normal day.¡± This means that if Korean forces act under strategic limitations during a war, the US forces will positively act to protect the Korean peninsula.
He claimed, ¡°If the combined forces disband, formation of the US forces should be rebuilt and if the situation turns to war the command relationship must be united to prepare for it.
Bell also mentioned the result of negotiations for contributions toward defense expenses and said, ¡°As the result of negotiations, Korea will share 41 percent of the expenses that we are short of three percent. We have not made much point which sectors, including Korean employees, military supply goods or construction expenses should be reduced. It is very sad.¡± The commander secretly expressed possibilities of reducing Korean workers.
