Roh intends to avoid being early lame duck in an election
year

President Roh Moo-hyun is likely to begin a strategy to avoid an early lame duck presidency by elevating his state dominance. At his first cabinet meeting this year at Chong Wa Dae, he showed his strong intent to lead the government until leaving office.
At the meeting, Roh worried about the morale of government officials, saying ¡°There is a tendency for state management to get loose in the year of a presidential election, due to the last year in office for the incumbent president and the election to come." He remarked, ¡°I will attend this cabinet meeting every week.¡± A government source said that Roh intends to personally preside over meetings concerning the economy, evaluation of state management, and the stabilization of the people¡¯s livelihood.
As his first strategy to maintain power over the political agenda, he shifted of Yoon Tae-young from Chong Wa Dae spokesman to a position committed to planning, adjusting, and managing the president message. Now, Yoon Seong-yong, a senior secretary for public information, will double as a spokesman for Chong Wa Dae. Roh mentioned at his cabinet meeting last month, ¡°From now on, I will explain and respond to all the unfair assertions from the political arena, as doing my work hard.¡±
Analysts believe that the president¡¯s recent remarks show that he strongly intends to avoid an early lame duck status during his last year in office by taking an aggressive stance toward the political arena. Moreover, as a means of strengthening the governance of state affairs, Chong Wa Dae will be in the center of policy issues.
