People Take Great Pains to Maintain Household Economy
Housewife Won Eun-jin (33) takes pains with her son's expenses for the kindergarten that recently increased 100,000 won compared to last month.
Mrs. Won is a mother of two sons and circumstances are beyond her power to look after the two children in the morning when chores flow into her hands. So she has been sending her first son to a morning class at a kindergarten in Dong Gu from 9 am to 2 pm. However, the kindergarten closed the morning class last month and operates a full-day class where she has to pay and additional 100,000.
Recently, private kindergartens in Busan have abolished morning classes, one after another, and housewives have to unwillingly pay supplementary fees to send their children. The Ministry of Gender Equality and Family has established regulations for kindergartens to solve nursery problems for working women, but it restricts nursery options for housewives.
Regulations for nursery facilities by the ministry on May 3rd clearly state that facilities must operate for over 12 hours a day and six days a week. It also adds a statement that regulations can be adjusted considering the working hours of guardians. However, at the actual sites, operators of nursery facilities take no notice of the statement.
Lee Bok-hee, the president of the Busan Association of Childcare Facilities, explained that operating morning classes to reduce expenses, instead of full day classes, would result in a decrease in gains when the number of children is fixed at classified facilities. As a guide for district offices and the Ministry of Gender Equality and Family, all the supports turn to full-day classes at operating facilities and morning classes are gradually abolished. Operating expenses, including nursery teacher wages, rose with a measure from the Busan Childcare Committee from last March that also accelerates the closing of morning classes at private facilities in Busan.
