Correlation Between Busan Harbor Physical Distribution
and Fisheries

The Ministry of Maritime and Fisheries released on March 15 that it will revise the restrictions on employing foreign labor in order to animate Busan harbor, fisheries and physical distribution industries. It plans to let such industry-related companies in Busan, Gwangyang, and Inchon city employ up to 70% foreign labor.

Minister Oh Keo-don said, ¡°Numerous Chinese companies pay close attention to investing in Busan and Gwangyang harbors, but Korean employment law, currently restricting the number of foreign laborers, plays a negative role in inducing large amounts of Chinese investment in the field,¡± adding, ¡°So, we are now preparing an International Physical Distribution Committee that will only commit to international physical distribution networking and business.¡± A source from the Maritime Minister says, ¡°The law restricting the number of foreign laborers to 50 laborers in the fields of manufacturing, construction, agriculture, diary, and fisheries, should not be applied to the harbor physical distribution and fisheries fields.

According to a survey of Chinese investment sources conducted by the Ministry of Maritime Affairs and Fisheries, Hiking, one of the Chinese companies interested in investing in Korean harbor and physical distribution industries, is doing business in the field of trading, physical distribution, clothing, and container manufacturing. After the survey, the Ministry made a Memorandum of Understanding (MOU) with Hiking, but the employment law plays a major role in barring a main contract between the two sides. Hiking suggests a precondition for investment that the Korean government should revise the law to employ Chinese laborers to between 50% and 70%.

The Ministry states if the law is flexibly revised, the Korean government can benefit because it enables more Chinese companies to invest and more Korean companies doing business overseas will return to Korea.

On March 14, Seoul made a new bill that lets domestic fishery companies employ up to 1,500 workers.
