Subsidy for Lower Income Class must not Decrease

As Busan Metropolitan City and some county offices have financial difficulty, they don't usually provide, or if they do it is too little, a budget for welfare to help people in need of basic living expenses. It is quite wrong for them to decrease subsidy, which goes to some county offices for financial adjustment. If they do so, the lower class will suffer from poverty and the polarization between rich and poor will get worse.
One county office did not include a budget for social welfare for the lowest class, working expenses for self-support, or a bounty for the lowest living cost as the city government decreased its subsidy of the county office for financial adjustment. If a ward or county office does not include a budget for social welfare, the national or city governments will not support it.
Therefore, subsidy for the poor will decrease and their situation will get worse. Especially, it is unfortunate that they cannot operate a facility as a daycare center because they don't have the wages for daycare employees.
It is absurd that the government allocates a large budget for members of the county and city assemblies while they decrease the amount for the people most in need of the lowest cost of living. Some politicians strongly pledged to narrow the gap between poor and rich, but now they leave the polarization between poor and rich and neglect the economic distress of the poor. It is hard for the government to escape criticism and anger from the people.
Some county offices complained, "Without national and city subsidies, not only will some government offices go bankrupt, but also the situation will threaten the livelihood of the lower class." Although the problem resulted from lack of tax income, Busan Metropolitan City and county offices should closely examine whether they have structural problems.
Even if the government cuts down any other budget items, they should secure and carry out the budget for social welfare. What if the government gives up protecting and helping the poor in need of the basic cost of living, where could they find the national ideas for democracy and the welfare society?
