The failing grade of the Main Facilities in Busan

Busan's infrastructure, including the airport, subway, viaducts, etc. are remarkably unprepared concerning earthquake measures, which are practically nonexistent. Aircraft take-off and landing facilities say that there's no such preparation against earthquake emergencies. Busan's subway system also holds possibilities of tragic accidents bringing loss of lives at the time of an earthquake occurrence due to the fact that it hasn't been designed with an earthquake resistant system. Besides, 17 overpasses out of 22 don't reflect an earthquake resistant design. So the facts clearly reveal the failing grade of the main facilities in Busan.
With such facilities, the city cannot meet the recent situation of frequent earthquakes. It has been made clear that the Korean peninsula is out of the safety zone from earth tremors when we look at the frequency of earthquakes which were observed around the peninsula recently.
Especially, Busan is a highly probable target to receive an impact in that Busan lies adjacent to Japan, where earthquakes are much more frequent. Hence, Busan is in an area where it needs radical measures of earthquake preparedness compared to other regions. However, there are no legal standards for earthquake resistant designs, so taking things easily of exempt from earthquake measures is not an option. At the time of a large scale earthquake, such provisions could minimize damage caused by an earthquake. The main facilities with no standards should have new standards with earthquake resistant designs established from now on. The establishment of progressive regulations seems to be needed to complete construction without making wrong applications of the legal standard through making complementary measures. The earthquake measures on the main facilities shouldn't be like 'Locking the stable door after the horse is stolen'.
