A Lesson from Igeedae Promenade, Collapsed by a Typhoon

Busan Igeedae coastal walk was damaged more than a little by typhoon Nabi, and it was completed only a month ago. This promenade, 1.4km long and 2 meters wide, is equipped with facilities for the sake of walking, such as a marine bridge, wooden handrails, and a footpath for foot massage. The first phase of construction was complete and was temporarily opened to the public on September 8th. Now the remaining traces of the shattered road, fragments of the wooden handrail, and various lumps of cement turn Igeedae¡¯s superb scenery into rather shabby things.

No one can predict the damage of a typhoon, nor avoid it easily; that is why it is called a natural disaster. This typhoon was no exception. Although the pertinent enterprises tried to do their best in constructing it, the result was a sudden, unfair outcome. However, even though a strong typhoon itself is uncontrollable, the effort to reduce damage as much as possible is not too much to be emphasized. In that regard, the laying waste of Igeedae esplanade by a typhoon gives us several lessons. Most of all, it reveals both small and large issues of current construction work in South Korea.

First, there is no scientific construction in consideration of geographical characteristics. Natural features of the seashore, which have no choice but to be the largest target of a typhoon, have been ignored. Secondly, the system of receiving orders boosts rough-and-ready construction. Without verifying specifications, a tender system that forces building work at a low price does not always effect actual budget reduction. If faulty construction results from insufficient budget, it will ultimately cost more due to the amount of the loss.

Though heaven blessed Igeedae with an enchanting view, the coast has become indecent, which is not run-of-the-mill. Such construction work, including landscape architecture, is directly connected with safety. Damage caused by fault increases the burden on citizens. Especially, regardless of what construction is undertaken, the recognition and endless effort of the authorities and enterprises is desperately needed to remove ¡®a demonstration effect¡¯ and give priority to ¡®substance¡¯.
