'Human Victory' on a wheelchair for an official position.

The first class spinal-handicapped, Kim Byong-kil, who needs to ride on a wheelchair, passed the appointment test for civil service grandly being a first time for a severely handicapped man such as him. Kim had the honor to succeed in the test with hard work, despite narrow circumstances and a poor family, physical disability and three times' failure in the test, which is really valuable success and is worth being called a 'Human Victory'. The wording of conditions to pass, 'there shouldn't be any obstacles at work', was removed, through the good office of the Busan municipality, for the sake keeping an open-door for severely handicapped men's official advancement, which deserves a round of applause.

Kim's inspiring deed gives courage to the disabled who are blocked by social discrimination, and will be a model for new bloods who are suffering unemployment. It is hard to deny the fact that the welfare of the handicapped in our society is so falling-behind that this news, in which a first class disabled man passed the test for public service, can be even brought into conversation. Earlier this month, Kim In-ho, a Korean resident in America with a serious disability, sent President Roh Moo-hyun an email in which he wrote about his experience for one terrible week. The famous hotel Kim stayed in has no rooms for the handicapped and in order to cross the road, it took 30 minutes for him to use the elevator for the disabled in the subway, he complained.

The short cut to the welfare of the handicapped is to provide them with more jobs so as to arrange a basis for self-support and independence. By the law of the disabled employment promotion, work places with more than 300 regular employees (more than 200 employees from next year), are obliged to hire more than 2% disabled, but yet in the case of large corporations with more than 500 workers, the rate of employment is no more than 0.97%. The government organization has 2.04% and public enterprises is 2.01%, which is just to fill up the compulsory employment rate in public departments. The forbidden law of discrimination against the disabled, proceeded separately by government and by the Government party and the Opposition party, should be legalized in the direction of a complete resolution. It is requested to develop various occupations and to activate job training more than ever in accordance with the degrees of disability.

Taking this opportunity, now that Kim passed the civil service test, the handicapped's advance into official positions ought to extend. It is expected that the recognition of the fact that disabled people also have enough capability, should be enlarged.
