The head of North Korea, Kim Jungil, should follow up
on the concrete talks between South and North Koreas.

On June 21, The opening of the 15th ministry-level talks between South and North Koreas have raised more expectation and interest than ever before. The chances of an improvement in the relationship between the two Koreas are good. The participants in the talks are expected to deal concretely with the pending problems that were discussed between Jung Dongyoung and Kim Jungil. They shouldn't expect to solve all the problems at one time, since the solutions are supposed to meet both countries' expectations. When they find the same solutions with which to treat the problems, they may talk about them. If they don't agree with each other about some problems, they will delay and talk about them later. Both countries need some wisdom to solve the problems well.
The core of the talks between the two Koreas center on North Korea's nuclear problem. Both the Koreas' highly advanced positions towards North Korea's return to the six party talks in the middle of July should be arranged. North Korea should not add provisos and preconditions, as long as they have already promised to return to the six party talks. North Korea should set a date for the six party talks in order to neither desert the Koreans' expectation nor to put a pensive America in the shade. If North Korea just beats around the bush and doesn't stand on an advanced position about their nuclear problem, they will raise more questions in the international societies about the discordance between Kim's words and actions.
Through this meeting, concrete progress is expected on some issues, such as the August 15th reunion of separated families, which Kim promised, ministerial talks, the establishment of direct line in the West Sea and marine product talks for a joint fishery. If there's no apparent follow-up measures on the current issues, "a large scale of long-awaited agreements" will be a useless thing in the end. Both to rebuild the normal inter-Korean relationship and to get mutual economic cooperation hereafter, a fruitful result should be achieved by all means available. At the same time, since there were the repeated processes of rupturing and reopening South-North talks, they should discuss ways to prevent the recurrence of withdrawing agreements for the sake of convenience.
